ITS#7786 Allow parsing of invalid entries when schema checking off

If a module is not loaded/loadable, some attribute types might be unavailable, we might not be able to modify/remove them from cn=config with slapmodify as a way to do recovery.

This is very invasive @hyc, any potential issues you can see? This might have to be rejected if the risks outweigh the (limited) benefits.
