ITS#9725 Use DB's precision instead

Once backported to 2.6, upgrade documentation needs to be updated to explain what needs to be done to existing lastbind cn=config and that it (probably) can no longer be configured global?

It could be kept but marked ARG_IGNORE but I'd prefer the attribute to be rejected rather than silently ignored.
